AS 08.08.040 is amended to read: Sec. 08.08.040. Board of Governors of the Alaska Bar. (a) There is created a Board of Governors of the Alaska Bar to be elected under bylaws and regulations adopted by the board and confirmed by a majority of the members of the legislature in joint session. (b) The board consists of nine active members elected by the active members of the Alaska Bar and confirmed by the legislature and three persons appointed by the governor who are not attorneys. * Sec. 3. AS 08.08.050(a) is amended to read: (a) Two members of the board shall be elected by and from among the members of the association resident in the first judicial district; four members of the board shall be elected by and from among the members of the association resident in the third judicial district; two members by and from among the members of the association resident in the combined area of the second and fourth judicial districts; and one member at large from the entire state. Elected members are subject to confirmation by the legislature in joint session. Three members who are not attorneys shall be appointed by the governor and are subject to confirmation by the legislature in joint session. 2007-05-12 House Journal Page 1299 * Sec. 4. AS 08.08.050(b) is amended to read: (b) Members of the Board of Governors shall hold office for three years and until their successors are elected or appointed, confirmed, and qualified. * Sec. 5. 08.08.070(a) is amended to read: (a) The board shall, subject to legislative confirmation, fill a vacancy in the elected membership of the board until the next annual election. * Sec. 6. The uncodified law of the State of Alaska is amended by adding a new section to read: TRANSITION. A member elected to the Board of Governors of the Alaska Bar Association before the effective date of this Act is not affected by this Act and shall hold office until the member's successor is elected, confirmed, and qualified." Renumber the following bill section accordingly. Representative Samuels moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Kerttula objected. **The presence of Representative Kohring was noted. Representative Coghill rose to a point of order. The Speaker cautioned members to confine remarks to the amendment. The question being: "Shall Amendment No. 1 be adopted?" Representative Samuels moved and asked unanimous consent that HB 22 am be considered engrossed, advanced to third reading, and placed on final passage. There was objection. HB 22 am will advance to third reading on tomorrow's calendar.
